Our trusted newspeople at CNN told us just weeks ago that Biden was "sharp as a tack!" Were they lying to us then? Are they lying to us now?

Joe was strong for his national address but who knows what happened between then and debate. Thought he could handle it, he still does, but gave in to advise from others.

of lying. His speech at the convention was more of the same thing he's been doing in DC for half a century. Falsehood after already debunked falsehood, and they were on the teleprompter which means that someone on his team approved them. He yelled them for greater affect, and the sheep in the audience all applauded them which means that either they too are liars, or that they are ignorant, perhaps more likely that they're both.
