Evinrude 150 Question

1990 Evinrude 150 Model E150TLES


Ok, I finally got the V wet this past weekend.
Started right up after the LOOOONNNGG winter sleep and purred like a kitten, until...
she just quit.
First I noticed that the fuel pump bulb was compressed, shifted the line and pow dry rot, luckily I had a spare.
next no start, luckily I had a new set of plugs (oops haven't changed them in two and one half seasons).
Still no start and towed back to dock.
Maybe it was boat trama from fast moving tide and ramming a delapidated dock and taking out my bow rail, but that is another story.

Anyway, after tow, I am frustrated so I wait until the next day to work on the problem.
Pull up the choke lever, turn the key and she starts right up. I notice she is running rough, but I still put the choke down and it cuts out. I try this a couple times with teh same result.
So I think what could this be and I take the cowl off to watch. The engine starts right up and purrs like a kitten, even under load without the cowl.
No there is nothing blocking the air intake on the cowl.

Am i correct that she needs some carberator adjustments or could it be some other issue?
 
My normal inclination for a motor sitting any period of time would be to clean the carb bowls and jets.
But if it is running fine without the cover on, sounds like a burnt exhaust tube.
