The hull alone is 1920lbs, add the fuel and engine and other minor stuff you can easily get to the 3000lb range.
Keep in mind the winch is a rolling load, not a lifting load.
 
Pretty much any 3000lb load rated winch will handle it. A Powerwinch 712 will easily handle it. Don't forget that when you're loading the boat back on your trailer your fuel, ice, water, beer and other things will be less than when you launched. And if you have to, you can always double your cable to increase your pulling capacity. Buy a good one and you'll never regret the extra money you spent. Dutton-Lamison Strongarm is a great winch also. Expensive, but great.
 
According to the manufacturers recommendations, yes.

The 315 is rated for 4000lbs rolling load, or 1650lbs vertical lift. Keep in mind though that it's a strap winch, not a cable winch, so you will not be able to double your pulling power by using a snatch block at your bow eye like you would with a cable winch. However, unless you are going to be launching at exceedingly steep ramps the 315 should be more than enough to retrieve your boat.
