I think it’s going to take brother Trump a while to get energy prices down, but given all the stuff he’s doing, I can be patient.

Something to consider is that air infiltration is probably the biggest cause of heat loss in houses (particularly older ones). You guys back there have colder winters than I do in Oregon (where I find a lot of benefit to air sealing houses) and if you’re in older houses that you haven’t gotten tightened up, you can probably make a significant difference in your heating costs. A few things you should consider: Get those little foam pieces to seal drafts around your outlet and switch plates (very easy to install); weatherstrip windows, especially old wood double hung type and doors; and feel around for drafts when the wind is blowing (along baseboards, particularly but not only on exterior walls. If you have wood or hard surface floors, clear acrylic caulking is good, if wall to wall carpet you can try to stuff rags or foam backer rod (cylindrical foam that comes in various diameters - a good building supply place should have it or know who does) in any gap you can find. Also feel for drafts around pipe penetrations, e.g. under sinks.
