I agree with the others about the price. A 20 year old boat should not cost more than 5-6 thousand dollars in top condition! Also boat motors run differently out of water than in the water, always test run for at least an hour to make sure it runs ok and does not run hot. Check the condition of the steering, electrical system,and engine controls. Before buying check (tap with rubber mallet, listen for hollow sound) transom and stringers and under the floor, very good. Look for leaks, oil ,gear oil ,water, gas etc. Use ALL your senses! Listen, Look ,Feel, Smell ect. When I bought mine it looked ok but I soon found out it was all rotted out! Most things can be fixed but require some time and money. Look for soft spots in the floor and on the hatches. Check out the trailer rollers or bunks, tires, wheel bearings, frame condition, lights and brakes if it has them. You may have something to bargain over.
