    Funny you should say that. I had a '72 16' Manatee that was bone dry if it sat in the water overnight - but if you ran it for the day it would have a gallon or two in it. Studied and scratched my head on that mystery for years but then sold it.

    Engine cover insulation?

    A bare fiberglass cover will likely act like a noisy drum. i would be hesitant to strip it unless i was prepared to replace it. Dyna mat is indeed expensive but worked well for me a while back.

    Fuel priming

    Maybe the check valve(s) in the ball are shot? I think that the check valves operate most easily when the ball is in a vertical orientation with the output on top. Try moving it into different positions while squeezing and see if it changes anything.
