I may be wrong here, but if you run 4000 rpms let's say at 25 mph and you burn 15-18 gph, wouldn't that be 1.66 to 1.38 mpg? At 22 mph, that'll be 1.44 to 1.22 mpg. I'd say you're not too far off the mark. I had a 150 Merc and never hit 2 mpg.
